Whats up with this well

I read on Sonris that well number 239985 from Jan 2012 to June 2012 the allowable and estimated potential was 1501. Can someone tell me what this means. Does not sound good to me.

Good Luck on finding out anything. I have tried for months trying to find out some info ona well in Converse and still no luck. And for your info I do not know what that means either
