I am in sec 29, twp 16 n, r 3-w in Jackson parish. There is a site marked off on the line behind me and they have serveyed a road road across my land to access the site, but they have not been back to make an offer to cross my land. Also my lease ran out on 2/9/09. Can any tell me what is going on?

There are producing wells in 20/16n/3w. The earliest well was spud on August 26, 2006 by EXCO Operating Co. Your lease did not expire, it is HBP.

That does not give them permission to cross your land.
