Sesport, under the Waxman-Markey bill the local distribution companies (LDC's) are responsible for the CO2 emissions related to residential and commercial consumption of natural gas. The statement above just indicates the LDC's will not have any compliance obligations before 2016. This is in recognition of all the efforts in the past by LDC's to incentivize the movement by consumers to more efficient natural gas appliances.

Sesport, yes and no. You as a consumer will not see a direct charge. But the local utility will have to recoup any cost incurred through the price charged for natural gas consumed. The actual price impact will be a function of the percentage of "free" allowances and the average cost per ton of CO2 emitted.
In a few words, I CAN HARDLY WAIT UNTIL THE NEXT ELECTION AND MAYBE AT LEAST A FEW OF THE DEMO IDIOTS WILL BE GONE.
