It's a little late for the thousands without jobs and the rigs that have gone to Africa and Brazil that won't come back for decades. American workers and their families are in dire straits while Obama gives money to Brazil to support their offfshore drilling. SAD

Jay is exactly right. The permit process is going to be extra tough. This administration is hostile to offshore drilling.

John B. - You're preaching to the choir here when lamenting government standards & red tape. lol, I can't help but wonder what would happen if all "shallow water wells" were mandated to perform at the same level as "deep water wells," metaphorically speaking.

Yep, some of us are well versed in the areas of ineffective programs, redundant & lengthy paperwork and slow processes in government affairs. HA!

Obviously you are in the industry, as I was for more than 30 years. Sadly, the problem extends beyond the offshore. For years it has taken forever to get onshore permits in the Rockies. I understand this has gotten worse, not better, under Secretary Salazar. The offshore is getting all the attention because of BP's incompetence. On top of all this, if Cap and Trade doesn't get us, some rogue Federal Judge who rules against fracing shales (due to alleged contamination of groundwater) will.

Boone Pickens has it right, but no one is listening. We have abundant natural gas but are too stupid (or should I say green) to use it despite the fact it's a clean fuel and can eventually eliminate dependence on foreign supplies. It is the only real solution to that problem with less than a ten year time horizon - I don't care how much money and how many lies Obama throws at it.

lol, No, no, not "in the industry." Just been wading in government paperwork for about 25 years, most recently as a result of legislation that was intended to ensure nobody be left in arrears but which has resulted in more than we started with being just so.

As for the "green," ... eh, some want theirs one way, others want more "green" another way. IMO, it would be in all of our best interests to responsibly find a middle ground.

Well, this was a loan to Petrobras and I think Soros may be the man behind the scene. This company can raise Capital on their own.

What about shallow water areas that continue to be off limits, i.e. the gulf coast of Flordia, entire east coast, most of the west coast?

i won't argue about that, but there could be significant potential reserves couldn,t there? Besides, Cuba has leased most of its northern teritorial waters.
