This opinion was recently issued by the LA AG, Buddy Caldwell, to answer questions asked by DeSoto Parish's police jury president regarding Clear Lake & Smithport Lake.  The conclusions have me wondering how this may apply to landowners, if at all.

DNR has implemented a "CEA" process (Cooperative Endeavor Agreement) to enable O&G companies to source surface water, after the State exerted ownership. This actually clears up ownership of Clear-Smithport water, but does muddy the waters somewhat (excuse the pun) regarding creeks, ponds, etc.
