We wouldn't wan't to penalize anybody that failed to reduce emissions. Ok, so let me get this right, we are going to cut our admissions at the cost of the American taxpayer, but we are not going to hold anybody else accountable. These folks are just too smart for me, they must have a end around 22 skido play that I don't know about.
