Lots of questions

i have 160 acres is La Salle County Texas. There is a horizontal drill going on there according to a map (about 1/2 mile west of us).  How and when is the size and shape of the pool determined and who determines it?  How does the mineral right owner know when the pool has been determined and how does he know if he is owed any royalty?  Surely we don't just depend on the oil company to tell us.

You can search the Railroad Commission website for the drilling permit.  There will be a unit plat and a form "P-12" showing the pooled tracts on the permit (W-1) page.  Once the well is drilled the operator will verify the mineral title on all tracts in the unit and once that is complete to their satisfaction they will send you a Division Order which will show your interest in the unit.

Its just confusing all together, as well as poorly designed and awkward.

It is just "departmentalized", Baron.  You can find anything available online with one bookmark:

http://www.rrc.state.tx.us/data/online/index.php.  All of the public query forms can be found on this page.  Everything else (permits, forms, maps, etc...) can be found at the top of this page (subjects & drop-down lists).

Considering what it looked like three years ago the site has improved considerably since beginning the transition (not complete) to a digital online filing system.

Permits are but completions may not be.

Depending on where you are completions may be 6 months to 1 year delayed.  If they improve the on-line filing system any more, it will come to a complete stop!  :)
