This bill provides for the use of eminent domain for the taking of both surface and subsurface rights for carbon sequestration. It also transfers liability from whatever has obtained these rights to the State of Arkansas after a period of time so the Arkansas taxpayer will ultimately be responsible. It empowers the Arkansas Oil and Gas Commission to determine if an existing oil and gas formation which is producing would be better used as a sequestration site. The Arkansas Forestry Commission and the Arkansas Public Policy Panel have both come out against it. Arkansas residents need to contact their representations to vote "NO"
