I would be assuming operator would go for a big frac here - and having intermediate set and not needing to have a long open hole to cement should lead to better cement bond and subsequent frac'ing.

They may have been having some problems with the shallow sands creating some lost circulation - and then setting intermediate contingency casing string to put this behind pipe (and perhaps make it easier and safer for operator to core and/or get some extra open hole logs).

April 20, Energy Rig #12 reported 25 days drilling ahead @ 9796'.
