This well is in the section immediately east of the Weiser-Brown discovery well, so it is not a big step-out. You are right that it is included in the proposed seismic survey, but SWN may not share seismic results with Weiser-Brown.

It's one of those industry standard phrases, Total Depth. An indication that the rig will drill no further. Reaching Total Depth usually doesn't quite end the rig's work though. The last part of their job is to set the final casing string except in the case of an open hole completion.
