Is it possible for wells to be drilled without a permit from the State of Louisiana?  Might a company do this and pay a fine?  Did this very thing happen in the earliest days of the Haynesville before the information became public?

 

I am just trying to see if the rumors I am hearing of three such wells have any possibility of fact.

Is it possible, yes.  Is it likely, no.  Operators can fudge certain regulations and go uncaught or if caught pay a relatively small fine.  Drilling a well without a permit is not one.  It would likely result in that operator not receiving any permits from the state for some period of time along with a fine.  No operator in their right mind would risk that.  The rumors are baseless IMO but then again 90% of "rumors" are false in part or in whole.
CM, it is not possible for companies to drill a well without a permit.  There is no evidence of such an event in the early testing of the Haynesville Shale.  Some companies did get in trouble 2-3 years ago for certain well preparation activities in advance of receiving a permit.
