I believe the practice is to cement in the well with portland cement when a well is abandoned or shut in.

As far as wastes are concerned, disposal into appropriate formations has been a long standing practice. Wastes are generally waste water from drilling and fracturing operations. I am not an expert in the subject however. Probably should keep my "mouth" shut.

I have heard they take the dirt from the hole and mix it with something like concrete and put in back in. Can anyone else elaborate on this?

The only thing I've seen them put back in wells is waste (usually saltwater from other wells) and not in populated areas.

One of the ladies interviewed in this piece mentioned something about what will be put back in the ground after they take out the gas. What is she talking about? I've never heard this before...do they put something back in the hole? Is it a chemical or something? She was worried about her child's health. HUH???????
