Who owns the land under Interstate 49? I know that some of the owners were forced to sell to the state, but did the sale include mineral rights? I have heard that mineral rights on expropriated land never goes to the state.

Unless it was explicitly detailed in the expropriation order, the mineral rights are retained by the owner. In the event the mineral rights are transferred, the original owner retains the option to purchase the mineral rights back from the state (at current market value). Of course, this would require the assistance of a legal professional, as the state (or anyone else) would be less likely to relinquish mineral rights in the state of Louisiana right now.
