NEW YORK (Reuters) - Proposed U.S. climate change legislation could cause power prices in the ERCOT market in Texas to jump about $10 billion or $27 per month for the average consumer by 2013, the Electric Reliability Council of Texas (ERCOT) said Tuesday.
