It looks to me like, while the inventory of wells waiting on completion has declined slightly in December, the number of new permits went up.  That makes me wonder if the headway made on the WOC inventory will be lost in a month or two?

Correct, jffree.  "Other Operations" refers to wells drilled but not yet completed (fraced).  The trend in the number of such wells is on a slight decline.  And permits are the highest in the month of December for any month in all of 2010.  The number of wells reported as drilling has remained relatively constant throughout the year.  Leasing and Unitization have dropped off significantly but drilling shows no sign of doing so.

In researching the decades-old Tuscaloosa Trend and the immense wealth it has generated for many, I find it deeply troubling that this resource-rich formation runs directly beneath one of the poorest communities in North Baton Rouge—near Southern University, Louisiana—yet neither the university ( that I am aware of)  nor local residents appear to have received any compensation for the minerals extracted from their land.
