Forest Oil Corporation (FOC) plans are to amend this vertical wellbore permit and drill from this off lease Texas Surface location and file for a horizontal wellbore with a penetration and terminus located in Sabine Parish, Louisiana.

A number of the Haynesville Shale Units that underlie the Louisiana portion of Toledo Bend reservoir are designed to be accessed from the Texas side. Operators have to find suitable land locations for their drill pads and production facilities. Water locations for wells and production facilities would likely be cost prohibitive. The Railroad Commission of Texas and the Office of Conservation in Louisiana would work together to allow the permitting and operations of such wells. No single production unit located in either state extends into the adjacent state.
Hey, that's a good thing. I hope everyone on both sides gets a well or two. I posted it so Sabine Parish folks would know about it, mainly, since the permit may not show up on Sonris. Or, would it? We lake people are used to seeing laterals running out into the water. I just hadn't thought about how close La. is in some spots.
The State of Louisiana certainly knows about the situation. Taxes and royalties are payable to Louisiana mineral owners because the gas was produced from the Louisiana portion of the Haynesville.
I don't doubt for a second that the State knows about it. I wondered how (or if) the well would show up in a search on Sonris since the surface location would be in another jurisdiction... There was another discussion just lately about surface site in one section and lateral producing in another. The well is not found in a search unless you search the adjacent (and non-producing) section. It's the same situation only across the state line. Sort of confusing for anyone looking for information.
You make a good point. Someone should call Todd Keating, Chief Engineer with the Office of Conservation in Baton Rouge, and ask him. 225/342-5507.

They can't drill under LA without a LA permit.

There are several existing wells like this, south of Logansport with surface in Texas and production from Louisiana. There is one south of Toledo Bend too. These wells get a Texas permit and a Louisiana permit, but the production is reported in Louisiana.
Commish, got a serial number for any of those wells?

ENSIGHT III ENERGY MANAGEMENT, LLC PLANS TO DRILL THIS WELL FROM AN OFF LEASE TEXAS SURFACE LOCATION TO A PENETRATION POINT AND 3 TERMINUS LOCATIONS THAT ARE ALL LOCATED IN SABINE PARISH, LOUISIANA. ALL DISTANCES SHOWN ARE TO THE SURVEY LINES. UPON APPROVAL OF THIS APPLICATION, ENSIGHT WILL APPLY FOR A DRILLING PERMIT WITH THE STATE OF LOUISIANA.

This is the JAMES VUA;BLACKSTONE MINERALSH 001 in Sabine Parish, SN 237280, with three laterals shown. The surface unit is shown in Texas on SONRIS.

And there is another further south, but I think it's across the river due to swamp/surface problems.
Thanks, Commish. Forest Oil Corp. James VUA; Blackstone Minerals H (237280) was permitted 3/17/08. The well was never drilled and the permit expired on 10/24/08. My interest was to see how the LOC staff chose to post the well data on SONRIS. The permit data from the Well Scout follows:

SL: 920' FNL & 15,730' FWL OF D GONZALES A-237 FALLING IN TEXAS. PP: 399' FEL & 1593' FSL OF SEC 29,T08N,14W. EOL1: 1721' FNL & 5237' FEL OF SEC 33. EOL2: 1917' FNL & 3214' FEL OF SEC 33. EOL3: 2233' FNL & 850' FEL OF SEC 33.

In the case of the surface location (SL) in Texas and the wellbore perforations in LA., the well is listed under the sections where the perforations are located as opposed to the usual SONRIS listing under the section representing the SL.
Here's one. API 42-361-30749 in Orange County Texas. It is located in the Chas Morgan Survey, A-18, 4870.0 feet from the N line and 1094.0 feet from the NE (RIVER).

This is also the NEUMIN PRODUCTION COMPANY, VUA;SL 15155, Well No. 1, SN 222131. This well is producing from La and was drilled from Texas.

The well has a LUW code and everything. Louisiana is getting the taxes, Texas is getting nothing but the production.
