When I was trying to lease my little lot in Western Hills, ( Sec. 14  T17N R15W ), I had several discussions with city, parish, and satate officals about who owns the property set up  for easements, const.,sidewalks.utilities. I thought goverment might have the surface rights, but that I owned the subsurface rights.  They took 17.5 feet around my corner lot (  173 X  127 ) which was not a large amount, but was several hundred dollars to me. Next question, who got the royalites on these easement properties?

should be written in easement--- if it is only easement and you did not transfer title to surface then you still own land and pay property tax -- minerals are still owned by you.

If you are talking about the public road dedication, the local government will claim this land and the minerals. Most people don't realize that the area between the curb and to the far edge of the sidewalk (sometimes even furthr) is usually part of the road ROW. this is dedicated to the public when a subdivision plat is filed. The minerals go with this dedication.

 

Of course it all depends, you would have to look at the plat.
