Jackie, those aren't well permits.  The Hearing application agenda is for the formation of drilling units and the spacing of alternate unit wells.  You can view those here:  http://www.dnr.louisiana.gov/index.cfm/page/779

An operator must first get approval for the spacing of laterals within a unit boundary before they can apply for and receive a permit to drill.  You can check for those here:  https://sonlite.dnr.state.la.us/sundown/cart_prod/cart_con_allpmtwels1

Those on the Interested Party list get a notice letter for the former but there is no requirement for notice for the latter.
