this has been delivered for past 2 years to Washington if only Obama ( the coal lobbyist are very strong with unions) would act maybe good thing would happen

Has nothing to do with the President. It has to do with Congress (both parties) and the Coal Lobby which includes the railroad, inland waterway transportation and electrical generation industries. It should also be noted that the natural gas lobby was practically non-existent one year ago. And one of the best quotes to come out of the energy legislation negotiations about a year ago was the staffer who remarked that, "if you're not at the table, you're on the menu".
