The Texas RRC has a web site where the public can post a comment regarding amending T-4 permit procedures.
You can go to: http://www.rrc.state.tx.us/legal/rules/comment-form-for-proposed-rulemakings/
and write a comment on the Texas Railroad Commission website regarding the T-4 (where anyone can simply check a box and become a “common carrier” )
Last day to write a comment is NOON, August 25, 2014

A hearing on the proposed changes to pipeline permits (T-4) applications re: line classification will be on September 22, 2014 at 8:00 AM. The comment period closed on 8-25-14 and the comments received can be read here. See the attached July 25, 2014 Texas Register, page 43 for the new language proposed.

Due to technical difficulties, please note that the location for the public hearing set for Monday, September 22, 2014, regarding proposed amendments to ?3.70, has been changed to Room 7-100 in the William B. Travis Building.
Also please be aware that the location for the public hearing set for Thursday, September 25, 2014, regarding proposed amendments to ?7.5530 and proposed new rules ??1.86 and 1.87, may also be changed.
