Well Allowables ?

Hi,  I was looking at a gas well on SONRIS and I have noticed on the Well Allowables

that Allowable and Potential are often the same. But this month I saw that on one line

it had dated 7/01/2012 12/31/2012 10052 10052, but then on the line above it with the same dates it had the allowable and potential at 0.  What do all these numbers mean? Please help.
