SONRIS Lite reports that the Plum Creek 13 was spudded on 10/25/2013 and was drilling ahead at 3883' on 10/28/2013.

Agreed... Seems to be some consistency there with that classification across several SWN wells recently. I notice that the Hollis 27-22-3 well was also recently classified as "Inactive Dryhole-Future Utility", along with a 1,200/day allowable I think I recall.
Status Code 31, in the past, indicated a dry hole that had potential for conversion to a disposal well. With the advent of horizontal drilling in the Haynesville Shale some wells with Status 31 were used for micro-seismic. 31 now is also used to avoid reporting an allowable or a final completion while testing proceeds. It is evident that the Office of Conservation does not objection to that use of the status as long as the operator does not abuse the indulgence. I imagine there is an unofficial time period where production is allowed without an allowance test or final completion report.
Thanks Skip - I was starting to think that something of that sort might be the case. Didn't know if that was an allowed thing, or if SWN was just taking liberties... Glad someone with more knowledge than I could shed light on that.
