Did XTO have to get a permit to do this work? Should that information be available on RRC website? Where would I begin to look on RRC? As I've been perusing the Online Queries section with the numbers that I know trying to see if I can accidentally hit on something.

Considering that these wells cost $6-$7 million or more to drilling and complete, extensive workover effort is justified to attempt to re-establish production and cash flow.
Have you tried to contact XTO directly? I figure you have a contact number or email on your statements - it may take a while to find the right person to get an answer, but it can't hurt to try
