What sections are included in propsed unit HA RA SUQQ?

I got a letter and a map from ONEBANE LAW FIRM [CHC] , i scaned it to my pc,but i dont know how to download it to this site.

it looks like all of T18N R15W S23.....with parts of SECTIONS....13,14,15 22,24 26,27

S23 cant be 640 acres all by itself ??

Section 23 is a fractioal section. This is an interesting area due to Cross LAke. Cross Lake was originally a lake formed by the great raft. The raft was cleared, lake drained, and was remade by the construction of a dam in 1923. Since the lake was in existence when LA was admitted to the union, iand it was determined that the high water mark of the lake was at 172 ft above sea level, this was surveyed around See the original 1939 plat:
