What does it mean when the well information says "temp to sales"?

Usually means that initial gas produced (from perf / frac operations) was put in pipe and delivered to market. Could very well be that this initial 'temporary' production was sold prior to state potential being assigned to the unit (or well), in preparation for turning the well to a productive status.

At what well serial number are you looking?
They could be trying to delay reporting in their initial production tests.

Although it could be a IP reporting delay tactic (as Baron indicated), the scout reports indicate a recent multistage frac job completion (although by the looks of the reporting, a few stages are missing from the scout notes; probably just an oversight). I would think that you're still waiting on a legit IP test and state potential. If more than a couple of weeks go by, I might get suspicious.
