State Potential refers to a state-mandated flow test required to assign an allowable production rate for the well. The test is witnessed by a field inspector with the Louisiana Office of Conservation.
Malcolm, the well has likely already been flow tested and placed on production. "Waiting on State Potential" generally means they are just waiting to get the official paper work from the State.
