With respect to Louisiana, I am of the opinion that if a mineral owner is unleased and his/her land is in a LOC unit, no entity except the mineral owner may drill a well on the landowner's property. I am also of the opinion that if you are leased and your lease contains a "no drill" clause, the lessee may not drill on your land unless you provide him permission to do so. Am I wrong?
