I can't speak to a 24" pipeline, but I know people in that area (within 10 miles) got $450 - $500 per rod for a 16" line with a 30' ROW.

Also, if you are negotiating a pipeline, get an attorney. Mine helped me with under 1 hour of work, and gave me a really good addendum. I read Eric Camp's list of things to think about on this site, and it was a great start. (In fact, it would probably be sufficient for most pipelines.) My attorney gave me a couple of more things to ask for, and they made sense.
