What the heck does "Waiting on Orders" Mean?

The latest SONRIS update for our well says:

PERF 11,806-11,600' FRAC; FLOWBACK; SHUT IN WAITING ON ORDERS

What does that mean?

Karen, it should be noted that Chesapeake has drilled a well in that section.
