How will I find out if a permit to drill will be in Baton Rouge? If the pad is on your property or if you have land in the section, will you be notified by mail before the meeting? Thanks in advance.

If you own land in the section (or land next to it), you should receive notice about the application to form a unit. However, you won't receive any formal notice about a drilling permit. Check sonris to see when drilling permits are filed.
So am I understanding correctly by saying that no one is invited to a hearing on a drilling permit? We have received all paperwork on the application to form a unit, it's today.

I could be wrong, but the hearings are only for forming a production unit. The drilling permit can be issued any time, and you probably won't receive notice of the drilling permit.
You can search for new well permits on SONRIS by using the "wells by section-township-range" option. Or use this link for all wells permitted by date.

BJ, Henry is correct - there is no hearing required for drilling permits.
