P-12s

Exco's permits for IRONOSA SU and PHILLIPS SU seem to have conflicting
P-12s.
Eight properties on the west line of IRONOSA SU join those same properties on the east line of PHILLIPS SU. All eight are leased on IRONOSA SU'S P-12 but five are un-leased on PHILLIPS SU'S P-12.

How can both be right?
If EXCO has it wrong is that any reason for concern or is it maybe simple typo's that division orders will fix ?
