It sounds like originally that person owned property in both sections. When the assessor's office changed over to their new numbering process (that is in line with Township, Range and then Section), they probably just used the tract that the owner had the most property in.
The assessor's office only has the responsibility to value property for taxes. The landmen that are running title will NOT rely on the assessor's records.

The sections are as follows:
06 - 05 - 04 - 03 - 02 - 01
07 - 08 - 09 - 10 - 11 - 12
18 - 17 - 16 - 15 - 14 - 13
19 - 20 - 21 - 22 - 23 - 24
30 - 29 - 28 - 27 - 26 - 25
31 - 32 - 33 - 34 - 35 - 36
I believe it was done originally because this was the most practical way to survey the sections. No GPS back then.
