Cole, the well appears to be completed but unclear if actually on production.

When you say "complete", what does that mean?

Cole, "complete" means the well has been drilled and fracture stimulated.  Generally an operator will move a coiled tubing unit on location and drill out the plugs between each frac stage when they are ready to place the well on production.
