Question about what a recently filed P and A Report means

I have 250 acres in section 33 16n-13w home of the failed Debroeck alt 2,

which was P and Abdn back in april 2010 due to Exco leak.  Upon a recent

look at this well on sonris it shows a May 2014 "filed for P and A report".

The well status went from a 7 to a 9 and it still as it always has since its

beginning shows it to be permitted.  Can anyone explain any of this to me,

It would be greatly appreciated.

After the well is plugged the operator sends a report to the state providing the details of how the well was plugged.  The report typically shows the depth at which plugs were set, how much cement was pumped, how deep below the ground the casing was severed, etc. 

what does 9 represent?

Once the well is plugged & abandoned the code is of no consequence.

might this be a step toward well completion by Exco or am I just being naïve?

No....and yes.  P&A as in plugged & abandoned
