Hainesville Shell.............. What the heck?

Does the area need the production XL pipeline would deliver?  If so why doens't the Canadian company simply lay the pipe across each state  then after election apply for permit and connect the lines across the state lines?  If I understand this right then only reason Obama controls the permission is that it crosses state lines..This would create the jobs, get most of pipe laid.

The cross country rail road tracks were built this way.

Actually, the way I understand it they only need permission from the U.S. Department of State and president to cross an international border.
