Where do the Conservation office get their information on who has interest in certain sections?

Do they hire a landman?

Does this information come from the court house?

And how accurate is the information that they provide the operators?

The party applying for a unit (i.e. the operator) has the obligation to identify all the interested parties, provide that list with their application, and provide notice of application for unit hearing to the interested parties. The Department of Conservation does not research the owners or interested parties.

The guidelines for unit application are found in the Louisiana Administrative Code Title 43. The parts applicable to your question are Chapters 39 and 41. You can find them starting on page 113 in the link below.

Interested Party lists are compiled by the operator making the unit application and/or the law firm they hire to file the application. The list is compiled from documents in the public record (parish clerk of court and tax assessor) and by performing Internet searches to obtain the latest address information for those who are not easily identified as local residents.  The IP list by regulation must include surface owners in addition to mineral owners and those in both catergories adjacent to, but outside of, the proposed unit boundary to a distance of 1000'.
