Is this unusual or what could be the case that the depth has not changed in 3-4 weeks?

You'll never see mechanical issues referenced in a weekly rig report.  There are a number of reasons for low ROP numbers or sequential reports at or around the same depth.  That kind of detail is only provided in corporate presentations and press releases, if then.

I have a friend who has been working on this rig. He said they dropped about a million worth of tools down the hole and are trying to fish them out. He expects the problem to add at a minimum an additional 2 to 3 weeks to the drilling time.

Apparently they could not fish out the tools and had to set a whipstock. I was told they had issues with the cement job near the whipstock and have been losing a whole lot of drilling mud everyday. My friend was told that GDP mud bill for this well is around 8 million. If that is accurate don't think they'll ever see their money back on this one...
