The problem with the growing number of orphan wells which the industry fails to address and the cost falls on the Louisiana tax payer is grounded in state regulations that let wells that are shut-in go years and decades without being properly plugged and abandoned.  The wells in the status codes 31 - 34 are the problems that end up costing the public.  Although in some cases there are good reasons for an operator reporting a well or wells under those four codes far too often they are used to avoid the cost of proper plugging and abandonment.  The majority of those wells reported as 31-34 should in fact be 30 - Plugged and Abandoned.
