I believe that is work on the future cyber center

They may be doing some constructing of the cyber innovation center. Ground breaking of a site adjacent to the BPCC campus was done on January 21, 2008.

I have seen it also since I drive by there daily. It is the site of the Cyber Center & yes they do have a drilling rig out there but looks to me more like a small water drilling rig.
