Did the state do this about 8 years ago and it ended up costing $90,000 a job and the only created 3 or 4 jobs. It was set up in the old Slattery Bldg. down town.??????????????

I don't live in LA. But, in my state some of these projects make a lot of sense and some don't. A few of the programs costs far more than any future employees could make. But, many of them are based in real world economics and do work in the long run. I don't doubt what you are reporting, my state has had cost crazy programs too. But, I've also seen successes.
I've got a bit more faith in programs that business people also help with. It is good to know what workers they will need and try to play educational programs to train people for these jobs.
