One of the wells drilled on my section has been coded 31.  I know that means "oops - dry hole".  It also means "future utility" as opposed to code 32 which means "no utility".  What does "future utility mean"?

Code 29 is for dry hole. Some operators in the past few years have been using code 31 for other reasons like the well is in limbo at this time and we will get back to it at a later date or we just don't want to make public at this time what the well will produce.

I've seen some use 31 while waiting to do a frack.

Code 31: Shut-In Dry Hole - Future Utility simply allows a non-producing well bore to avoid being Plugged & Abandoned (P&A).  At one time some significant number of Code 31 wells had potential futures as Disposal Wells.  More recently some operators have used Code 31 for wells that were being fracked and flowed with different completion recipes for different stages in the same wellbore (SWN's Brown Dense wells).   The Office of Conservation appears to accept Code 31 for a number of different circumstances.
