I am no attorney and cannot think of any case law that would support Mr. Bowman's claims. I suspect that state would have to be the one to go after the operator for not playing by the rules. It appears that the OOC is giving MRD a pass on just about everything. Which is why I was asking about the payout form and also why I am interested in this suit. If the state doesn't want to make them answer for their actions, I'm glad a mineral owner is trying.
I think the state is missing an opportunity to collect some deserved revenue and with the financial problems Louisiana is having it shocks me.
I think that the proper way to address this situation is by a request to the Commissioner. OOC gives a pass to a lot of operating companies, not just MRD. That may not be viewed as right by mineral owners but it is the way DNR/OOC has treated O&G companies for decades. With a new head of DNR and a new commissioner, with a reputation as a tough administrator, I would attempt to make a case there first. I'll see if I can get you the contact information for OOC staff that can answer your questions concerning well payout.

what is hunter resources? another oil and gas company? what about our checks? How do we find out about this?
I would think that Louisiana DNR is cut to the bone, probably just skeletons sitting behind the desks.
I came across the suit by chance. I inquired with the district court regarding another suit filed against MRD.
The lawsuit speaks volumes regarding the skills of the MRD staff.
Basic paperwork and administrative tasks leave them flummoxed.
These people aren't qualified for entrance level positions, yet they are running oil companies.

Have you been receiving royalty checks but now they have stopped? Have you sent MRD an email with your customer number? Please be advised that there is a change of operator process underway with Range Resources assuming responsibility for wells and royalties. The law suit we have been discussing is in regards to producing wells that have not yet had production reported to the state. A small number of wells that impact a limited number of lessors. It's not about suspension of royalty payments to all MRD lessors. There is no reason to panic. Send an email and wait for a response, I suspect that there will be one in the near future.
