That well by Belco was plugged and abandoned in 1997. There is no new well permit in 1N - 2E.

Not for working on a road. Or for having a crane onsite. As long as they do not reenter the wellbore, they can do anything they like without a permit. It is possible that in the age of horizontal wells, older pads may be reused for new wells. Road work might be related to that but I don't think a crane would be. The pad may just be a place to park the crane for the time being. Pads are often used to temporarily store equipment.
Regardless of the type of rig, it can not drill without a permit. A permit can be obtained in fairly short order.
Probably every state office in Louisiana is closed because of the weather. They may have to wait for the sun to come back out to get that permit
