Devil is in the details - and I can assure you that DOI has not currently have enough trained inspectors to read cement bond log, unless they pull them off other work. If they are slow about it, rigs get to sit. Your government at work.
Why not make the companies run and evaluate the bond log prior to continuing drilling, and file a report of said log to BLM. This makes the operator respond in the affirmative, but puts the company in control of how long a rig sits.
