Is a Survey Platt required to be completed/provided before a Horizontal well can be drilled?

A unit survey is not required before a horizontal well is drilled.  The requirement is that a unit survey plat is to be submitted by the operator to the state within 90 days of first production of the original unit well.  The requirement is rarely enforced.  I lobbied the OOC and the DNR and finally the governor's office in 2018 to enforce the regulation.  That succeeded until Covid hit.  The O&G industry lobbied for a moratorium which was granted in early 2020.  Since then some operators continue to turn in delinquent surveys, others do not.
