The American Registry for Internet Numbers (ARIN) - they are the people who translate the x.x.x.x numbers into recognizable text.

Actually, ARIN assigns groups of IP addresses (x.x.x.x numbers) to various organizations, who may further subdivide those IP addresses.

The DNS system maps IP addresses to Domain names (recognizable text, yoursitename.com). ARIN doesn't have anything to do with DNS and domain names. DNS domain names are assigned through "Registrars" who are controlled by ICANN - Internet Corporation for Assigned Names and Numbers.

Then it gets complicated....
