This sounds good but what will happen if oil prices fall again? The need for tax payer subsidies will come under attack, then dry up.

The real cost of oil doesn't show up at the gas pump, if it did, we would have switched a long time ago. Is it time to pay for the last 40 years?
If tax money has to be spent, it would be better spent on creating public access to CNG and then force GM to build CNG fueled autos like they forced them to produce that electric car..
Just having CNG fuel available next to a gasoline pump showing Unleaded for $4 and next to it, CNG $1.50 ought to be pretty good incentive to get one of those GM CNG cars... Those major corps should want to switch to NG, for practical reasons, without having to be paid to do it.
In researching the decades-old Tuscaloosa Trend and the immense wealth it has generated for many, I find it deeply troubling that this resource-rich formation runs directly beneath one of the poorest communities in North Baton Rouge—near Southern University, Louisiana—yet neither the university ( that I am aware of) nor local residents appear to have received any compensation for the minerals extracted from their land.
This area has suffered immense environmental degradation…
