IANAD. Disclaimer: I An Not A Driller.  LOL!

Skip, the 16" would be the conductor pipe while the 8 & 5/8" would be the surface casing.

By the way NGS is National Geodetic Survey.

Thanks, Les.  In what situations are NGS monuments utilized?
Good lesson Skip
How can a location be 19,908.04 feet from a monument located in Sect 6 and still be in Section  6? It is a pretty much standard section 1 mile by 1 mile. And thanks for the reply.

Monuments are used in land surveying.  It would be used for section control.

Sorry for not being more specific.  Yes I understand the use of monuments in land surveying.  I am wondering why the usual surface location description based on distance from section lines is replaced with this description utilizing the monument.
Well that monument is roughly 3+ miles away ...that couldn't have been in the same section..
A lot of the wells in South Louisiana use this type of description. The monument isn't in Section 6 it is  somewhere else.

Skip,

I think they use the NGS monuments in south Louisiana because of the irregular sections.

That would be a good reason.  I was also wondering whether there might be historic Arpent tracts with a standard governmental section overlay.
The reason South Louisiana has irregular sections is that the arpent land grants were treated and numbered as PLSS sections. I have not seen any PLSS theoretical sectioning overlays for South Louisiana. At this point it would most likely be confusing and conflict with old records.
